U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA)

As Executive Director, USATA, Dr. Parker serves as the lead agent for U.S. Army Materiel Command (AMC) to manage Test, Measurement, and Diagnostic Equipment (TMDE) activities. USATA provides technical direction fundamental metrology and engineering support, and ensures logistic support for the total Army Metrology and Calibration System. USATA maintains the Army Primary Standards Laboratory to provide measurement standards certification service for the Army Metrology and Calibration System. Also, USATA manages acquisition of general purpose automatic and manual TMDE and calibration standards. USATA manages and directs U.S. Army TMDE operations and provides measurement traceability and TMDE repair to CONUS-based non-Divisional U.S. Army, ARNG, USAR, other Department of Defense activities, and other US government agencies involved in research and development, test and evaluation, procurement and production, and supply and maintenance.

Now reorganized as the Futures and Concepts Center (FCC, AFC as of 10 December 2018), Dr. Parker joined the Army Capabilities Integration Center (ARCIC, TRADOC) as Chief of Staff at Fort Eustis, Virginia, in November 2017. His primary duties and responsibilities included serving as the Director’s principle manager of the FCC staff, providing senior level guidance on all capability development analyses, oversee study advisory groups, direct operational architecture and knowledge management efforts, and serve as the senior AFC representative for operational architectures on the Army Executive Architecture Steering Committee.

Dr. Parker served as the Director, Mission Command Capability Development Integration Directorate (MC-CDID) from February 2014 with the responsibility of overseeing, identifying, developing, and integrating Mission Command Warfighting Function future force modernization capabilities for the United States Army. Prior to joining the MC-CDID in 2014, Dr. Parker served as Director for Forces, Resources and Assessments (J-8) at Headquarters, U.S. Forces Korea, since April 2008. As the J8 for the Headquarters United States Forces Korea, Dr. Parker advocated for future capabilities and forces to accomplish United States Forces Korea’s mission, conducted studies and analyses to address future force requirements, and led efforts to resolve United States Forces Korea’s capability gaps.

Dr. Parker was appointed to the Senior Executive Service in August 2010.
